History / Biographical
The Banff Townsite Provisional Administration Board was established in 1975 in response to an initiative from the Minister of Indian and Northern Affairs, Judd Buchanan. Members were appointed from the local population. The board's duty, to be completed by 1977, was to prepare proposals for a local self-government body responsible for municipal duties including administration, finance, taxation, leasehold and land rental issues. The Board co-operated with other local and regional organizations, governments and with the Jasper Townsite Committee. The P.A.B. arose from task forces including the Banff Townsite Options Review Committee (T.O.R.C.) which dissolved in favor of the board in 1975. A School Board plebiscite in 1976, while not binding, suggested public opinion did not favor self-government at that time.
Scope & Content
Fonds consists of board records in the form of constitution, minutes, correspondence, reports, etc. of Banff Townsite Provisional Administration Board, 1975-1977, and Banff Townsite Options Review Committee, 1974-1975. Includes Executive Assistant's files containing Banff Townsite Options Review Committee and Banff Townsite Administration Study records, correspondence, reports, and Jasper Townsite Committee records. History / Biographical
James Henry (Harry) McKid Bannerman - Born in Calgary on September 7, 1890. He resided in Calgary and trained in heating, plumbing and tinsmithing. He belonged to the United Association of Plumbers and Pipe Fitters. He married Clara Haugan (born in Norway in 1890) in 1918. They had two girls, Ethel in 1919, Marjory 1921 before moving to Banff in 1923. Three more children arrived, Rundle 1924, Daphnie 1930 and Joyce in 1932. He carried on his trade in his shop on Bear Street. He had great machinery for making heating ducts, down spouts, elbows and eaves troughing out of tin. He also worked with copper sheeting for kettles, pots, wash tubs, coal scuttles, bath tubs, and a church spire. He crawled under homes to fix leaks and kept things moving. Harry was a volunteer fireman for twenty odd years. When he retired because of poor health the fire department gave him a beautiful recliner chair. He also served on the town council for many years, the last few as chairman. He retired in 1949. Harry was a member of the Southern Alberta and Oldtimers Associations and the Independent Order of Oddfellows. He was a staunch conservative and his sister Reta Crick was a staunch liberal. His son Rundle predeceased him in 1948 and his wife Clara in 1949. Harry passed away June 15, 1950.
Joseph McKay Bannerman - Born 1851, came to Calgary in 1883. He served on city council then served four years as representative for Calgary in the Northwest Territories Legislature Assembly. Joseph and his wife Christina (born 1857) have their names moulded on the archway at the Southern Alberta Pioneers Memorial Building. Christina passed away in 1907 and in 1908 Joseph moved to Banff. He found work in town and later remarried. They had two girls, Evelyn and Thelma Mary and lived on the corner of Otter and Buffalo Street across from the cemetary. Joseph died in 1932 and Emma went back to England.
